Canada’s Immigration, Refugees, and Citizenship Canada (IRCC) is about to launch new Caregiver Pilot Programs, offering a fresh opportunity for foreign caregivers.

This program will replace the Home Child Care Provider and Home Support Worker Pilots, which ended on June 17, 2024. The full details of the new caregiver programs will be announced by IRCC sometime between Fall 2024 and early 2025.

Program Benefits

  • With a modest English language proficiency requirement of CLB 4 (equivalent to middle school level), the program opens its doors to a wider pool of applicants, ensuring inclusivity and accessibility.

  • Caregivers can bring their family members to Canada through the program. Your spouse or partner may be eligible for an open work permit, allowing them to find employment in Canada, while your children can study and access Canada’s high-quality education system. This aspect of the program makes it highly family-friendly, ensuring that you won’t have to leave loved ones behind while building your new life in Canada.

  • By securing a full-time job in a Canadian household, caregivers often experience better working conditions and protections than in many other countries. The job will provide a stable income, a chance to develop new skills, and access to Canada’s strong social support systems, which contribute to a higher quality of life for both you and your family.

  • Canada is facing a high demand for qualified caregivers, especially for children, seniors, and individuals with special needs. As a caregiver, you’ll play a crucial role in filling these gaps and supporting families in need. This not only gives you job security but also ensures that your skills are valued and sought after in the Canadian workforce.

Eligibility Criteria

  • Applicants must demonstrate a minimum of Canadian Language Benchmark (CLB) level 4 in either English or French. CLB 4 represents the ability to understand and communicate in everyday situations, both verbally and in writing. Language proficiency is crucial to ensure you can effectively interact with employers, care recipients, and others in your daily work.

  • You need to possess the equivalent of a Canadian high school diploma. If your education was obtained outside of Canada, it must be evaluated to determine its equivalence to a Canadian high school diploma. This ensures that caregivers have a solid foundation in general education, which is important for handling job responsibilities and adapting to the work environment in Canada.

  • Recent and relevant work experience in caregiving is essential. This means you need to have worked in roles where you provided care for children, the elderly, or individuals with disabilities. The exact amount of work experience required will be specified when the program details are fully released, but having experience that closely aligns with caregiving duties in Canada will make you a strong candidate.

  • To apply, you must secure a full-time, non-seasonal job offer in home care from a Canadian employer. This job offer must meet specific requirements and ensure that you are employed in a position providing home child care or support for seniors or people with disabilities. Having an official job offer before applying will help you navigate the process of coming to Canada and working toward permanent residency.

A Step-by-Step Guide

  • Begin your journey by exploring employment opportunities within the agriculture and agri-food sectors in Canada. This process typically takes 1-2 months and involves researching potential employers and job openings that align with your skills and experience.

  • Once you secure a job offer from a Canadian employer, the next step is for the employer to apply for a Labour Market Impact Assessment (LMIA) on your behalf. This process, which typically takes 3-6 months, assesses the impact of hiring a foreign worker on the Canadian labor market.

  • Upon approval of the LMIA, you can proceed to apply for a work permit to legally work in Canada. This application process usually takes 2-3 months and involves submitting required documentation, including your job offer and LMIA approval.

  • Once you receive your work permit, you can make arrangements to travel to Canada and commence employment with your designated employer in the agriculture or agri-food sector.

  • Over the course of one year, gain valuable work experience in your designated occupation within the agri-food sector. This experience is essential for eligibility to apply for permanent residency under the Agri-Food Pilot Program.

  • After completing one year (1,560 hours) of full-time, non-seasonal work, apply for permanent residence. Submit proof of work experience, employment, education, and language proficiency to Immigration, Refugees and Citizenship Canada (IRCC).

  • The processing time for a permanent residence application is around 6 months. IRCC will review your application and may request additional documents. Once approved, you will receive your Confirmation of Permanent Residence (COPR) and officially become a permanent resident of Canada.
